Follow-up Comment #6, bug #58800 (project octave): Maybe we could use the WinAPI to get entropy on Windows (which doesn't have /dev/urandom). That way we wouldn't have to rely on the clock (in function init_mersenne_twister in liboctave/numeric/randmtzig.cc). Possible sources could be: https://docs.microsoft.com/en-us/windows/win32/api/wincrypt/nf-wincrypt-cryptgenrandom (Available since Windows XP. But now deprecated.) https://docs.microsoft.com/en-us/windows/win32/api/bcrypt/nf-bcrypt-bcryptgenrandom (Current interface.
