Details:

in settings -> editor -> edit emnu -> comment selection / uncomment
selection,
if you try to change comment selection to ctrl + / (very common on other code
editors)
and uncomment selection to ctrl + shift + ? 
octave does not recognize these hotkey inputs and does not preform the
respective action.
in fact, ctrl + shift + ? types '/' for whatever reason.

ideally, comment / uncomment selection would be replaced or added to with
"toggle comments". This is a common feature in modern code editors like
vscode, jeatbeans editors, and others.
