[Octave-bug-tracker] [bug #58689] [MXE Octave] Update mesa to use meson

From: Markus Mützel
Subject: [Octave-bug-tracker] [bug #58689] [MXE Octave] Update mesa to use meson as (native) build tool

Follow-up Comment #22, bug #58689 (project octave):

Thanks again for your help. The "mingw-" prefix for patch files is exactly
what I was looking for.

I tried to scan for the packages that add mesa as a dependency.
That dependency seems to be conditional on USE_SYSTEM_OPENGL being set to "no"
everywhere (except for in glu which itself is only build when
USE_SYSTEM_OPENGL is "no"). AFAICT mesa is never built if USE_SYSTEM_OPENGL is
"yes".
So it is probably ok to remove the logic around USE_SYSTEM_OPENGL from the
mesa.mk file.

In the meantime, the first successful builds completed with mesa 20.0.8 for
w64-mingw and native Linux.
I'll clean up the patches and post them here soon.
