Follow-up Comment #4, bug #58493 (project octave): Aren't file names in NTFS always stored as UTF-16 in the filesystem, regardless of the computer's locale settings? https://docs.microsoft.com/en-us/windows/win32/intl/character-sets-used-in-file-names (Though that doesn't help on removable media, which are still often formatted as FAT.)
