Follow-up Comment #4, bug #58493 (project octave):

Aren't file names in NTFS always stored as UTF-16 in the filesystem,
regardless of the computer's locale settings?

(Though that doesn't help on removable media, which are still often formatted
as FAT.)

This sounds like it might be an issue in Magick++ that should be reported
upstream there?
