You're right.  I should have typed "bin2dec" instead of "dec2bin" in the
example line I provided.  I apologize for that typo.

I'm a bit surprised that it worked for you, if you tried using a live CD of
Lubuntu 20.04.  I have a Lubuntu 18.04 DVD, and I tried the same thing with
that one.  I had no problems when trying it with the Lubuntu 18.04 live DVD. 
However, that one installs Octave 4.2.2 instead of 5.2.0.

I don't think openblas is installed.  There is no "openblas_config.h" file in
directory "/usr/local/include".

I think you may be onto something when you suggested building Octave from
source.  My suspicion is that Lubuntu 20.04 made some sort of recent change,
which caused Octave to become unstable.  I already have Lubuntu 20.04
installed on my hard drive.  A re-installation of Octave, from the repository,
didn't solve the problem.  Nor did a repository installation on a Lubuntu
20.04 live DVD.  Because this issue is a recent change, which came out of
nowhere, Lubuntu 20.04 may have done something, since it was only released
less than a month ago.

While trying your suggestion of installing Octave from source, I ran into a
little trouble.  I don't think I installed all of the dependencies correctly. 
Should I succeed in installing Octave, from source, onto Lubuntu 20.04, I'll
respond by saying whether or not it worked.  In the meantime, Lubuntu 18.04,
which installs Octave 4.2.2., seems to be working.
