Follow-up Comment #12, bug #58320 (project octave):

I created a new user (without any non-ASCII characters) but the behavior is
the same: Octave installs fine. But when it comes to uninstalling it, I am
prompted for admin user credentials and the uninstallation process fails with
the same error as with the other user.
