Follow-up Comment #22, bug #41215 (project octave):

As far as I can tell, whether a package is loaded or not is not actually
tracked anywhere, other than what's in the current path. Philip, do you agree
with that, since you've been hacking on pkg.m most recently?

If that's the case, then I think the easiest solution would be to simply save
the path, load the package to be tested, run the tests, and restore the
original path with an onCleanup object.
