Follow-up Comment #4, bug #56795 (project octave):

I had exactly this problem, and was able to fix it by going to 
C:\User\<username>\.config\ and deleting the octave directory. 

After restarting octave, I was led though  a series of startup screens and
then gui   appeared and remained there (whereas before it would disappear
after a second or so). The octave directory in C:\User\<username>\.config\ was
regenerated and now contains a new qt-settings file.  

This happened after I upgraded from Octave 4 to Octave 5, so perhaps there is
some incompatibility in the qt-settings between the two versions, and the old
qt-settings should be erased as part of the upgrade/install process.
