[Octave-bug-tracker] [bug #51632] make global pkg paths always relative to OCTAVE_HOME, no need to pkg rebuild -global when path changes

Follow-up Comment #57, bug #51632 (project octave):

I did the following test with your first patch from comment #54:
Start Octave, call "pkg rebuild". "pkg list" now shows the paths including the
current OCTAVE_HOME.
Close Octave, rename the folder where it is installed, re-start Octave. "pkg
list" now shows the paths including the new OCTAVE_HOME. No "pkg rebuild"
needed.

After some very minor clean-up, I pushed that patch here:
