Follow-up Comment #3, bug #56986 (project octave):

It's very likely that this problem arises because of the way that Moodle calls
Octave. Octave alone definitely reads startup files correctly and allows the
user to load packages automatically if so configured, this is all known to be
working correctly. Your best option may be to work with the Moodle developers
or whoever maintains the Moodle plugin to call Octave to determine how Octave
is started and how you can use it with startup scripts. If they are
intentionally calling Octave with the '--norc' option, then startup files are
ignored. It is then probably up to you to work that out with the Moodle folks.
