Follow-up Comment #2, bug #56797 (project octave):

Dmitri: I think that this stems from the problem that
I reported in https://savannah.gnu.org/bugs/?56750,
but it is now much more serious. I suspect that part
of the problem is due to recent updates of Fedora 30.

The main thing that I now know is that fltk works, but
qt does not when building Octave using the current
Fedora 30.

So, are you using the current fc30 system? Fedora's
introduction of Wayland may be part of the problem.
I and others get messages such as:
qt.qpa.wayland: Wayland does not support QWindow::requestActivate()
kf5.kwidgetsaddons: Invalid pixmap specified.

and these messages change as new updates are installed.

However, the fact  that fltk works and qt does not suggests
that part of the problem is in Octave. Also, other
applications seem to work normally on my system...
