Follow-up Comment #7, bug #43549 (project octave):

The patch did not apply cleanly because, apparently, part of it is already in
Mercurial

So I just went ahead and ran the GUI.  The "Set Path" dialog now displays. 
However, I chose the last entry in the list and clicked on "Move to Top" and
it segfaulted again.  I guess there are still some issues.
