Follow-up Comment #18, bug #56425 (project octave):

The JIT evaluator doesn't manipulate the outer stack, so the dispatching frame
should correspond to the current frame when is_global and is_persistent are
called. So, at least at the top level of scope in the JIT, those calls should
work in the same as if they were interpreted right? It would probably make
sense to maintain a reference to the current frame rather than rely on the
current frame in the tree_evaluator.
