Follow-up Comment #6:

The default 'qt' toolkit (lowercase) requires a working desktop OpenGL and GLU
software stack. OpenGL ES (or GLES) is OpenGL for Embedded Systems, and is
frequently used instead of full OpenGL on ARM and other resource limited
systems. I believe GLU is not compatible with GLES, and Octave's plotting
library requires GLU, so therefore it is incompatible with GLES.

All this is to say, needs more details from someone with access to an affected
system, and are there some changes we need to make to Octave to make this
experience better?
