Details:

I have a 2-display setup. One is in landscape mode (1600x1200) and
another in portrait mode (1200x1600). 
When I start the octave for the first time the welcome screen is 600x1317 (see
attached). So it is ugly in any case, but if I 
start it on landscape display it is taller than the display so it makes all
buttons off screen.

Fedora 30, hg id ad77f3204eda (stable)
