You're right, but it takes a steady hand to be able to resize undocked
subpanes.
If you hadn't written this comment I wouldn't have found out, a.o., because of
the mouse cursor not changing appearance.

Are you implying nothing can be done about this (on Windows)?

In the mean time I'll think about a better bug report title
