Thank you for reporting this bug, but this build error is already fixed in the
signal package. The next release of the signal package is pending but has not
been made yet. If you are using Octave on Windows, the signal package comes
pre-installed in the bundle, please see the Octave wiki for information about
pre-loaded packages.
Closing as a duplicate of bug #54010.
