Follow-up Comment #1:
Because the printing device is specified with the "-d" option, the first
argument is just a filename and the extension is not used to infer the
device.
I think it might be clearer to leave off the extensions altogether, and just
write
print (hf, "plot15_7", "-dpdflatexstandalone");
which will produce two files
plot15_7-inc.pdf
plot15_7.tex
