Follow-up Comment #19, bug #36477 (project octave):

@apjanke Sure, there may already be an open bug about changing the default
user installation prefix for packages.

Personally I use ~/.local/share/octave/${V}/packages and
~/.local/lib/octave/${V}/packages as the installation prefix on my system
(where V is derived from OCTAVE_VERSION).

Caching downloaded packages would be an entirely new feature, sounds good to
me, feel free to report that as a separate wishlist bug.

Message recieved from you and Carlo about ~/Library on macOS, will not use
that at all.
