Follow-up Comment #6:

Is this bug still present in Octave 5.1 on Windows systems?

I think even in version 4.4 this was always a Windows specific bug. The
interrupt signal is passed on to child processes started by Octave on
GNU/Linux systems and they do exit if appropriate.
