I downloaded the source file. 
Then I did a ./configure
Which provided the following warnings
configure: WARNING: QScintilla library not found; disabling built-in Qt GUI
configure: WARNING: SUNDIALS IDA library not configured with IDAKLU, ode15i
and ode15s will not support the sparse Jacobian feature
configure: WARNING: JAVA_HOME environment variable not initialized. 
Auto-detection will proceed but is unreliable.
configure: NOTE: Libraries or auxiliary programs may be skipped if they are
not found
configure: NOTE: OR if they are missing required features on your system.

make check

in the terminal I did a ./run-octave

octave:1> version
ans = 5.1.0
octave:2> news
error: news: broken installation -- unable to locate NEWS file
error: called from
    display_info_file at line 43 column 7
    news at line 36 column 5

Do I need to do a make install prior to using this command?
