Follow-up Comment #18, bug #55646 (project octave):

created a /Octave/temp/ directory and set tempdir to that. image pkg install
went fine then. appears to be a managed security setting preventing execution
from user profile temp folder. 

can close report. thanks for the troubleshooting effort.
