GNU Octave is just user of Savannah, like a Software hosted on SourceForge or GitLab/-Hub. To make changes (which would be really great) please discuss at https://savannah.nongnu.org/support/?109413 Regarding the wiki part: The Turing test is only for users without user account. This prevents (up to now successfully) massive vandalism we faced with this wiki in the past.
