Follow-up Comment #43, bug #41027 (project octave):
Yes I think this could be closed. There are still some remaining HAVE_FOO
symbols in our header files, but those header files were not including
config.h anymore, so it's not really a problem.
I think we want to continue to clean all of the HAVE_FOO symbols out of the
public header files so that the API is not conditional at all.
But the basic problem of this bug report has now been fixed.
