Follow-up Comment #38, bug #41027 (project octave):
It looks to me like none of the installed header files under $(includedir)
actually include config.h anymore, they all include octave-config.h now. So we
could probably stop installing config.h now with no ill effect.
Since it's no longer included already, that just means that classes like
gzfilebuf won't be defined for API users outside of Octave, unless of course
they also use autoconf and/or define HAVE_ZLIB.
