[Octave-bug-tracker] [bug #41148] parallel package: fails to build in windows/mingw

Follow-up Comment #30, bug #41148 (project octave):

I guess we can call this fixed, because the package can now be built and
installed successfully in Windows. It doesn't _work_, but at least it can be
installed. The fact that fork doesn't work is a separate bug.

Btw, Olaf, you could use the 2-argument form of fork to get the error message
to display the reason why fork failed (I don't know the reason for having an
error message return value vs just raising an error).
