Follow-up Comment #1:
Thanks for your bug report. Can you try this with an Octave built with
--enable-openmp, or with one of the 4.0.0 release candidates, where
--enable-openmp has been made the default?
If Octave is not built with OpenMP enabled in itself, this is expected
behavior unfortunately, on GNU/Linux as well.
