Follow-up Comment #6, bug #42176 (project octave): That requirement is only if you need to run autoconf. It doesn't affect the generated configure script, which doesn't require autoconf. So I don't see a problem. People who want to do development for Octave and build from the mercurial sources should also be capable of building or installing a newer version of autoconf if needed.
