Hi,

I wanna try setting counter to 0xFFFFFFFFFFFFFFFF for testing, but find the following bug:

The size of  HOTP 's counter value, according to spec, is 8 bytes.
"0x7FFFFFFFFFFFFFFF" should not be the maximum value.
