i've pushed two commits to master -- one to change the ordering priority
of multiple -prefer switches, and one to implement -noprefer.  i've done
some manual testing, and they seem to do the expected thing.  i did not
augment the test suite.

i've also cherry-picked them to 1.7-release, but won't push those until
someone takes a look at the changes, and perhaps tries them as well.
