I know it's a pain to change workflow ... but the core problem is that
you're using the wrong tool for the job.  None of the graphical web
browsers seem to have an command-line option to change the default
character set, because it's not really something that people seem to
care about.  The text-based browsers (like Lynx and w3m) all have options
to change the default character set, because they are designed to be
(among other things) generic html-to-plain-text converters.

I doubt any of the graphical web browsers are going to change; why would
they?  I also doubt many of the MUAs that generate HTML content without
a tag that indicates the character set to change; again, why would they?
Although it is debatable on whether or not they should changed based on
the relevant standards.
