[Nmh-workers] Merged format-test branch into master

Greetings all,

I've merged into master the code (and manpage) for the new fmttest(1)
program I've been working on.  This program is designed to replace
ap(8), dp(8), fmtdump(8), and give you a few new features as well.  One
of these new features is the ability to trace format program execution.

Please check it out and and give me feedback.
