Yup.  Conflicts don't matter here because those comment
pseudo-headers aren't referenced.  For conflicts of
non-comments, all but the first will be ignored (and
recent nmh will warn about it).

And thanks for bringing this up.  I had a bug in that
warning code to skip comments :-/
