I've used them occasionally.  But, more importantly, regardless of how
often they're used, I figured that nano's always enabling the function
keys regardless of the -f option (as opposed to Pico's only enabling
them with the -f option) was actually a feature rather than a
deficiency.  Why require an option to use some functionality when it
costs little to have it constantly available, and that functionality
doesn't break compatibility with anything else?

I say don't bother handling the -f option specially, and leave function
key handling as it is now.  (Aside from possibly finding another
function for the F16 key, since it's being supported but unused since
the recent search direction changes seems a bit odd to me.  But that's
really a separate issue.)
