When a program is licensed under the GPL you may make whatever
modifications you want to the source code. These changes do not have
to be released. However, contrary to the license text, GPLed software
is not fully free software. If you want to *distribute* the changes
you made you *must* also provide the source. You are not allowed to
distribute binary changes without also providing the source.
