In the 2.0.x versions of nano, you can turn the trailing newlines off
with the -L/--nonewlines command line option, or you can add
set nonewlines
to your .nanorc to make it the default, assuming you've built nano with
.nanorc support. (Note that there's no toggle for this option, because
all the letter toggles are taken except for two, and those two are
reserved for undo and redo when they're implemented.)
