[Nano-devel] new manpage

To solve a Debian bug, I wrote a nanorc.5 manpage which should document
(poorly, currently) all our available options. When I was going to
commit, I noticed nano.1 got some info on nanorc too, so probably nano.1
needs better pointers to nanorc and get all relevant info that's missing
from the new one into it.

Too sleepy to do it myself now, though...
