Your system locale has confused monotone into thinking that file names
are not encoded in UTF-8, even though they clearly are. You may be
able to fix this by tacking '.UTF-8' on the end of whatever it is (I
don't speak any of the languages that use the Cyrillic alphabet so I
cannot hazard a guess). If that doesn't work, the most likely problem
is that you need to run 'dpkg-reconfigure -plow locales' as root and
select the .UTF-8 variant of the locale you're using, then try again.
You can probably work around the crash by moving
/home/administrator/Загрузки/monotone-0.48 to an absolute path that
contains no non-ASCII characters, but you may still see test failures
until you get your locale corrected.
We will make changes Real Soon Now so that you get a clearer error
message when this happens.
