OK, another proposal:
note_netsync_incoming(new_id, certs)
Monotone will call this function once for each new
incoming manifest, sorted in ancestry order, oldest
first. If a manifest has several ancestors, each
string of ancestors will be followed backwards in
turn.
new_id is the identity of one manifest, certs is a lua
table containing a set of certificate names and values
attached to this manifest.
