No, the policy is in terms of the target release of Debian you want to
upload to.  If you intend to upload to unstable (after the freeze is
lifted) then org.debian.usher is the appropriate branch.  If you want to
upload to experimental then the appropriate branch is
org.debian.usher.experimental.

However, there has been no upload of usher at all so far, so we could
make an exception and allow uploads to experimental from the main
branch, org.debian.usher.  This obviates the need for any sub-branch.
