ChangeLog: 

Insert a new lua function to get the heads of a branch.
Add a default ignore_branch() lua hook.  This new default gets the heads
of the branch it is checking and returns false if there are no heads.
Modify the project_t::get_branch_list() functions NOT to check for heads
of the branches they're returning (this is slow and is now handled by the
lua hook).
