ChangeLog: 

* NEWS: The Boost filesystem library is no longer required.
* configure.ac, m4/boost.m4: Don't probe for it.
* paths.hh (system_path): Add operator== and dirname methods.
(old_bookkeeping_root): Rename old_bookkeeping_root_component and make a
path_component.
* paths.cc: Prune headers.  Include file_io.hh.
(initial_rel_path): Is now a string.
(is_absolute_here, is_absolute_somewhere): Move up near bad_component.
(normalize_path): Rewritten without b::fs.  Take and give strings.
(find_bookdir, find_and_go_to_workspace): Rewritten without b::fs.
(normalize_out_dots): Delete; all uses replaced with normalize_path.
(system_path::dirname): New function.
(unit tests): Adjust to match above changes.
* file_io.hh: Include platform-wrapped.hh, not platform.hh.
* work_migration.cc: Adjust for change to old_bookkeeping_root.
* debian/control, debian/changelog: Adjust build-depends.
