        * charset.{cc,hh}: killed externalize_cert_name() that was never
        used. added _strict or _best_efford suffix to utf8_to_system,
        depending if it is meant for output to the user (where failing is
        to be avoided)or places where strictness is needed (e.g. filenames)
        * cmd_ws_commit.cc, paths.cc, work.cc: adapt to correct strictness.
