Having had a quick look at man monit.
Online FAQ, ang Goole.

I still can't workout how to put,
a monit syntax to watch rsyslog,
most of the systemd stated services,
use no pid.

~$ cat /etc/systemd/system/multi-user.target.wants/rsyslog.service
[Unit]
Description=System Logging Service

[Service]
EnvironmentFile=-/etc/sysconfig/rsyslog
ExecStart=/sbin/rsyslogd -n $SYSLOGD_OPTIONS
Sockets=syslog.socket
StandardOutput=null

[Install]
WantedBy=multi-user.target
Alias=syslog.service
