I'm running monit as root, so that shouldn't be a problem.
# ps aux | grep monit
root      4513  0.0  0.0   3336   792 pts/0    R<+  09:55   0:00 grep monit
root     18517  0.0  0.1  15984  4484 ?        S<l  May03   0:08 ./monit -v

Other binary files I'm monitoring in /usr/sbin also work (for example,
/usr/sbin/ntpd)
# ls -l /usr/sbin/apache2
-rwxr-xr-x 1 root root 371800 2009-07-10 14:40 /usr/sbin/apache2
# ls -l /usr/sbin/ntpd
-rwxr-xr-x 1 root root 434732 2009-05-13 17:06 /usr/sbin/ntpd
