you are missing the access option, example:

  ProxyPass /monit/
  ProxyPassReverse /monit/
  <Location /monit/>
     Order deny,allow
     Allow from all

I can access Monit fine if I access it from localhost:2812 using a web browser on the same machine. However if I try to access it via http://localhost/monit I get the a 503 Service Unavailable message with the following Apache error log entry: "(13)Permission denied: proxy: HTTP: attempt to connect to (localhost) failed".

I am using CentOS 5.3, httpd-2.2.3-22.el5.centos.2 and monit-5.0-1.el5.rf.
