Linux 2.4.20
glibc 2.2.5
gcc 2.95.3

This is a minimal slackware 8.1 with lots of apps compiled from scratch.

./configure says:
checking whether struct tm is in sys/time.h or time.h... time.h
checking for struct tm.tm_gmtoff... no
