... which monit version? The monit >= 4.6 should fix the problem: CHANGELOG: --8<-- * Wait for complete SMTP server greeting in SMTP protocol test before sending QUIT to the server. Exim4 is sensible on the client-server synchronization and the protocol test failed because monit was faster then expected. From time to time, monit decides that exim (MTA) isn't running, and restarts it. However, exim is running... and is registering this in the logs: 2007-06-03 09:07:21 SMTP protocol violation: synchronization error (input sent without waiting for greeting): rejected connection from H=localhost [127.0.0.1] i.e. Monit is violating the SMTP RFC by sending input out of sequence; exim drops the connection, and then monit restarts exim.
