Follow-up Comment #37, task #4313 (project mldonkey):

added multigroup2.patch as replacement for multigroup.patch for testing

* added user database command overview below HTML, users command
* added command groupadd
* prevent userdel if user is file_owner of current downloads
* some safe-guards while loading users.ini and files.ini
  - ignore non-existent groups in user_groups and user_default_group
  - ignore user_default_group if user is not member of user_groups
  - change file_owner to admin if file_owner does not exist
  - change file_group to user_default_group if file_owner is not member of
group file_group
