Details:

mlgui splash window is defined as "~kind:`POPUP", which makes it way too
nasty. On my system it occupies the center of the screen for ~15 seconds
- and no other window can overlap it.

Attached patch makes it somewhat better: at least, user can switch to
other windows. As a side effect, window decorations are back - can be
fixed, probably.
